[SAC] Vote request to extend Sysadmin Contract 2019-I amount for another $5000

Hello SAC,
Sorry I've been incommunicado; I'm still dealing with an injury from
back in December :(
+1 for Regina to continue the great work under a follow-on contract ASAP.
