 On pgRouting, OSGeoLive and recently on QGIS, the machine translation that
 was used for helping the translators this last 5 years, was my son's azure
 account. But he is not going to renew his account.

 I looked around and found this one:

 https://aws.amazon.com/translate/pricing/

 If OSGeo has an account it can be used by all of our projects and
 community projects for translation.

 Steps:
 - add it to our budget
 - get approval
 - get the account and set up for the projects:
   - the ones that were using my son's account
   - announce in discuss or projects mailing lists if they need to use it
 for translation, to open a ticket.
