 I have moved over 2018.foss4g.org and www.osgeo.org to osgeo7.

 I'll close this out once I've moved the proxy for www.gdal.org to osgeo7
 and shut down the services on web18a.

 I figure I'll give it a day or 2 for dns to propagate before I shut down
 the old site.  In mean time people should refrain from making changes to
 the site.
