 updated dronie container to latest dronie server to drone/drone:1 which is
 marked as latest -- which corresponds to v1.7.0 (released 7 days ago)
 and dronie agent (4 months ago) -

 updated dronie clients - osgeo3/dronie-client, osgeo4/dronie-client,
 host.postgis.net/debbie-docker

 also updated the https://git.osgeo.org/gitea/sac/drone-agent-config
 https://git.osgeo.org/gitea/sac/drone-server-config

 to reflect the change.
