 Okay I think I've made some good progress here:

 You can see at https://wiki.new.osgeo.org

 This is running on osgeo3 wiki-new container -- what I have done so far

 1) Started with a fresh new debian 10 container with apache2/php/mariadb
 2) Restored the backup (3/31/2020) and files from old-wiki container
 3) Fiddled with the LocalSettings.php and upgrade the extensions that have
 changed since
 4) Installed
 https://releases.wikimedia.org/mediawiki/1.34/mediawiki-1.34.1.tar.gz
 which is currently latest version

 5) Ran the maintenance/upgrade.php script.

 Can all see if they can get it.

 I know I'll have to rerun this again.  But planning to look at the mysql
 db to see what kind of mess we are looking at to get rid of junk accounts
 before moving forward with LDAP.
