 Yes probably best for each chapter to create their own org, then they can
 easily manage permissions.  If we throw all chapters in the same org then
 we'd need to manage the overall permissions, plus would bar them from
 creating multiple repos.

 We should try to enforce some sort of naming convention though -- perhaps
 somcehint like chapter_argentina, chapter_italy etc.
