 As requested by Jhon Bryant and Adam Steer, I'm filling this issue to
 track the petition to create a private mailing list for tho Oceania
 Chapter board.

 List has been created already with the following details:

  * Name: oceania-board
  * List is not advertised in the mailing lists server overview
  * List does not store archives
  * List require admins approval for subscription
  * List members directory is only available to the members
  * Admins are John and Adam
  * List information/subscription page:
