 Okay looks like it did create the account.  I've emailed msmitherdc the
 login credentials.  I don't think the SES is offered in the free tier to
 can't use until credit card is put in place by Mike.

 I have recorded the password on osgeo7-secure in the access/aws.amazon.com
 file.
