 Yes that's what happened, expiring the cookie might make sense. On re-
 login
 I discovered if I choose the "skip this step" button, then it doesn't ask
 again. But I'm not sure why it asked in the first place, and I think it's
 potentially confusing for users. Does the skip set a flag to not ask again
 in the db somewhere?
