[SAC] SAC Vote: System Contract I 2021

I have amended the contract I had submitted before our budget was in
question.

Main changes:

Reduction to 44 hrs / $4400  to cover new contracting limit.

Change to not specify what will be covered but to denote task items will be
flagged as System Contract I 2021 and any not completed will be pushed to
next contract.

Change of completion date from 2021-04-30 to 2021-06-30

As mentioned I kept the start date as it was before because I plan to
invoice on things I already did.
