Comment:

 Done.  Didn't seem to change the speed any.  But doing a git clone from
 dev is about 26.06 MiB/s vs. prod trac is like  888kb - 1.43 MiB/s to do a
 git clone of postgis repo.

 Might be cause I haven't restarted osgeo7 in a while or there is
 throttling going on per server.
