 So after 19 months I am not sure where we are at with this process:

 * We determined that the domains are not in immediate danger of being
 dropped
 * Our contacts at Planet Federal are primarily at the system admin level
 and have not been effective at arranging transfer
 * It is unclear to me permission to transfer domains has been granted (or
 requested) of Planet Federal management
