 We are current on 1.16.7.

 Note too many changes in 1.17, key things I care about are
 https://github.com/go-gitea/gitea/releases/tag/v1.17.0

 * Automatically render wiki TOC
 * Add "Allow edits from maintainer" feature
 * Add LDAP group sync to Teams #may not be useful since it's easier to add
 people to gitea groups than our ldap interface
 * Find files in repo
 * Lots of UI mobile improvements

 Possible breaking changes https://github.com/go-
 gitea/gitea/releases/tag/v1.17.0

 * Require git > 2.0 not a concern since we are running higher
 * change git default branch from master to main (I am assuming this is
 just for new repos)
