 It seems that pom.xml files are been cleaned up on repo.osgeo.org by
 something. Usually pom.xml files just describe the contents of an
 artifiact such as a jar. However they form a parent child relationship and
 parent pom.xml files are required to have a complete description of an
 individual jar.
 It seems that many parent pom.xml jars are missing:
 - https://repo.osgeo.org/#browse/browse:geotools-releases:org%2Fgeotools
 has 14-beta only!
 - https://repo.osgeo.org/#browse/browse:Geoserver-releases:org%2Fgeoserver
 has nothing
 While others remain:
 - https://repo.osgeo.org/#browse/browse:Geoserver-
 releases:org%2Fgeoserver%2Fcommunity contains version 2.7.3 to 2.23.0
 - https://repo.osgeo.org/#browse/browse:geotools-releases:org%2Fgeotools
 %2Fgt-sample-data has 2.5-M0 - 29.0
 This content was generated over years so we may need to restore from
 backup? Or ask folks to recover from their local machines and upload the
 missing content.
 This missing information is affecting downstream builds and I am not sure
 how to recover.
