PSC Vote: System Admin Contract I 2024

The funding on my System Admin Contract I 2023 has been used up.

This is my bid for System Admin Contract I 2024 -  General contract, of
which I am proposing 100 hrs at $128/hr = $12,800 to cover now - Dec 2024

Or whatever emergencies arise.  

My focus will be on upgrading the servers to latest OS versions - in
particular OSGeo6, TracSVN, Matrix, Wiki

I also plan to update software for Wiki, repo.osgeo.org, Pretalx, and other
general software upgrades arise.

I am going to start work on these now (repo.osgeo.org first), with hope my
contract request is accepted in some shape or form, and will bill for these
in February.
