Comment:

 Opening again as I am confused about the intent here with community
 projects.

 - Community projects do not have direct representation in our
 organization; they are welcome to form a committee by going through
 incubation and meeting OSGeo standards.
 - The project do have access to some representation, just like any member,
 by working with the board. Since this is a board initiative.
