 We were relying on the Matrix.org libera chat bridge and evidentally that
 seems like it's not going to be resuscitated.  So I think we have to try
 to do this ourselves and bridge our matrix instance with libera.chat IRC.

 I couldn't find a ticket for this in place so putting it here.
