[SAC] Documenting sysadmin contracts in effect

I'm lost with sysadmin contracts.
According to trac there are 2 open milestones named after contracts:

  - Sysadmin Contract 2023-I

  - Sysadmin Contract 2023-II
    https://trac.osgeo.org/osgeo/milestone/Sysadmin%20Contract%202023-II

But I don't know who's in charge of taking care of them.

Should we use trac itself to document this ?
Milestones can have a description so maybe that's the easiest thing to do

This was already done in the past for:

  - Sysadmin Contract 2020-I

  - Sysadmin Contract 2020-II

But the information is missing for subsequent contracts.

I suggest a formal procedure is written down, and good starting point
to find it written would be from here:

Could the current resident sysadmin take care of this ?
Note that I found the mailing list thread for contract 2023-I on this
list but didn't find the thread for contract 2023-II, it would be good
to also include the link to the thread in the milestone description.
