2025 Proposed Budget

I have put up a proposed 2025 budget.  Looks like we are not going to get
any funding for the rest of this year, though I was hoping of upgrading
OSGeo7 at an off-peak time like Christmas, but I am more than maxed out of
hours.

Anyway here is what I've worked out for 2025

marks. Feel free to fill that in or take your name off if you are not
interested in a contract.
