SPF records updated to reduce mail loss probabilities

Just fixing my email address :-).

According to robe, on Matrix:

> [Discourse] is sending mail via osgeo6 but receiving mail on it's own, it does need an SPF so that osgeo6 is trusted to send mail for domain discourse.osgeo.org
