[Shapelib] is shapelib build complete?

[shapelib-admin at lists.maptools.org]

I'm building shapelib 1.2.10 with default instructions...

$ make

but the results aren't building binaries for 'shptree', 'shptreedump' 
and 'shputils'.

Is it OK?
