Well, in fact, I think SHPCreateObject() ought to enforce or at least
blow an assertion or something if panParts[0] is set wrong.  It wouldn't
hurt for shpdump to report on a non-zero panParts[0] too to help folks
debug problems. 

I'll try and add these changes into shapelib today.
