[Shapelib] No Strong Name

Stefan,

I'm afraid I am unaware of a maptools.dll build of Shapelib.   You
may need to go to whoever you got that from.

I also don't personally know what this strongname business is about.
Perhaps it is because Shapelib is not Managed code?
