[Shapelib] Missing SHPRewindObject export

Mateusz,

1.2.10 is very out of date, so this is likely fixed already.  Note that
your gdal cvs commit access applies to shapelib to.  Feel free to checkout
the current cvs and verify it is ok in this regard, and fix it if not.

Please update the ChangeLog with any change notes.
