The version of the .net wrapper on maptools.org is old and has some bugs, 
which have been corrected.  If you send me a pm, I will send the newer 
source code to you.

I think you can try to use .NET bindings
(DotNET_Framework_Support.zip) created by David Gancarz:

I've not used them, but comparing Shapelib 1.2.10 date and date of this
 Zip archive, I believe it's up to date.

Second option is to wrap Shapelib calls with P/Invoke.
