Tommy,
Why don't you take the country layer for the world and invert it? Instant ocean layer, you can edit it and break it apart into smaller polygons as you like.

Subject: [Shapelib] world coastline shpfile
Hi,
I'm looking for a world coastline shpfile as polygons.
I found this site:
http://www.ngdc.noaa.gov/mgg/shorelines/
I did a shpdump on the shoreline shpfile and it reported all the types were
arcs(this the same as polyline?) and not polygons. The shpfile does not need
to be extremely detailed, just a rough coastline is good. Any ideas where
one might be?
Thanks,
Tommy
