Perhaps we could make a unicode branch of Shapelib.

Doesn't marchaling to UnmanagedType.LPStr work?
Also, CharSet attribute of DLLImport to control how encoding information
is marshalled. CharSet.Ansi is default for C++, so Unicode->ANSI is
translated automatically.
