[Shapelib] SHX file has one record too many

Hi,

I am creating a PolyLineM using shapelib 1.2.1 and the .shx file created has
one extra record. The shapfile format stays this file should have a 100 byte
header followed by 8 byte records but it always has an extra 8 bytes. As a
result ArcMAP is unable to import this dataset. Any ideas?
