[SoC] How to select Applications

Wolf,

The student needs to submit the application through the Google web
application.

Then the mentors need to visit:

   http://code.google.com/soc/osgeo/open.html

For projects they have some interest or knowledge, they should comment and
provide a ranking for the project.  If they are willing to mentor this project
then they should set the flag indicating this.

Apparently late next week Google will review the number of student proposals
that we have, which have mentors willing to mentor them and mix in various
other magical factors and decide how many slots we get.  Then it seems we
go through some additinonal internal process to decide which of the possible
student projects we wish to proceed with and who will mentor.  I imagine that
negotation will happen on this list.

So, for the time being, get the student to submit, and then comment/rate
the proposal and indicate if you are willing to mentor it.

BTW, I'd encourage the PostGIS mentors to review the existing PostGIS
submission on materialized views.
