Tim,
OSGeo does not yet have it's 501(c)3 status paperwork, so that could be
difficult. In any event, the only way to achieve that is for you to first
"book it" as income and then make the donation. If OSGeo just keeps it, the
money never counts as income for you. I *think* this has the same effect
as you getting a charitable donation exemption for the income.
Overall, I'm left with the conclusion that we should give mentors the option
of applying for the mentorships funds if they want it, but that by default
the funds will remain with OSGeo.
I'm also looking into using some of these funds to support bringing SoC
students to FOSS4G.
