[SoC] GeoWebCache update

Status Report and update on GeoWebCache for the week ending on July  
11th, 2008

This week I wrapped up the rest interface for configuring layers by  
implementing  http PUT and POST and doing testing on the interface.  
Wrote Javadoc and Junit tests for the code,
I've also begun working on adding acegi spring security to GWC, done a  
tutorial on acegi and looked at some samples.

Due to medical reasons i did not work on Thursday and Friday, but will  
resume work on security on Monday.
