[SoC] MapServer KML output driver - 11th week report

This week I have finished code for switching between vector and raster
output based on feature counting. User can specify maximum number of
features rendered as vector. If two or more layers are rasterized, images
are merged and converted into ground overlay.

Next week plan: finish feature attribution using KML description element.
