[SoC] MapServer KML output driver - 8th week report

Work done:

Refactored code for placemark creating and styling, two and more features
(e.g. polygon and label) are grouped into one placemark
Renderer is able to generate KML file including styles based on layer
classes, symbols are transformed into KML icons using Cairo renderer

Next week plan:

Continue work on strategy for switching between vector and raster KML output
Test possibilities to display feature attributes
Obtain general idea of generating zipped output
