Created SVN sandbox
Basic KML format defined
Implemented creating kml document via libxml2
Tested libxml2 capabilities to create huge kml documents
Implemented line and polygon rendering functions

Next week plan

Finish simple point, line and polygon symbolizing
Extend KML format options
Create project wiki page
