[SoC] About GSoC 2009

Omar,

To propose and discuss ideas, get yourself on the list for the
particular OSGeo project you want to work with or jump into their chat
room on IRC.
Depending on the project a Spanish speaking mentor may or may not be
available.

If you're not sure what you want to work on, send your current idea here
and we'll see if we can direct you to the right project.
