[SoC] GSoC - pgRouting, OpenGraphRouter

Hello,
Thank you for your attention.
Master's research officially starts only in September, I started
earlier because I had free time and desire to do it well. Now the main
my goal is to realize the most appropriate algorithms for the project
and integrate them into its library. That is, do it as required. For
the University using the work in the real project is a very big plus.
What I suggest:
Implement solver "Vehicle routing problem with time window" for large
number of clients. To implementation as the main I chose the genetic
algorithm presented Emelianova TS in 2009. I plan to implement several
algorithms, to identify their weaknesses and strengths, to choose
algorithm, depending on conditions. To compare the algorithms, I plan
to solve Solomon benchmark problems
(http://web.cba.neu.edu/~msolomon/problems.htm).
