[SoC] GSoC and GeoTools

It's great if some work is being already done about interface classes.
And definitely it would be new module or adding new classes, I wouldn't like braking already existing applications. It looks like going through GeoTools PMC might take some additional time. Maybe it's not worth doing to through GSoC and rushing things.
