[SoC] Geotools/uDIG-Neo4j Soc Projects

Thanks Wolf,

I have created initial wiki pages on both the Neo4j and uDIG wikis, and
linked them together. The OSGeo wiki page seems to rely on each of the
sub-projects wiki pages, so it already links to the uDIG wiki page, which
now links to the Neo4j wiki page:
  http://wiki.neo4j.org/content/Google_Summer_of_Code_for_Neo4j_Spatial

I will go ahead and continue the mentor registration process, and also start
advertising for students on the mailing lists.
