[SoC] Voting on proposals

Hi,

The student applications have closed and some have had discussions with
mentors and some haven't. To ensure we have proper ranking of projects
could we please vote on the ones we like based on quality and availability
of mentors.

I am reluctant regarding the otb-qgis proposal. Should we accept it
in-spite of the faux pas ?
