[SoC] [GSoC] weekly report 6 on Photography processing tools for Opticks

Completed the implementation of Non local means denoising algorithm for
Additive White Gaussian Noise.
The blurriness issue got solved.
The results are really great.

The code is extensible to larger window sizes.

however, processing times are very high ~30-45 min. Needs optimization.
