[SoC] Add support to vector data formats for gvSIG Mini - Report 7

Hi,

this is my weekly log [1].

*02/07 - 08/07*

    * Coded the GPE event handlers to support multigeometries. This will
      allow gvSIG Mini to load GML files.

*Problems*:

    * None

*Work for the next week*:

    * Make some tests, scrub code and write the mid term evaluation.
