[SoC] PostGIS raster GSoC

Hi,

I'm Pierre Racine, initiator, (kind of) manager and one of the developper of the PostGIS raster project. PostGIS raster allow geospatial analysts to store, manipulate and do analysis with raster data in the PostgreSQL/PostGIS spatial database.
