[SoC] Interested in Mapbender's project

Hi,

I am Vivekananda from india. I am quite good at HTML, CSS, Javascript, php
and MySQL. I also have good experience in working with jQuery.

I am interested in Mapbender's "Enhance the current WFS forms by adding
jQuery plugins like validation" project for GSoC. And I wanted to know if it
is required to send my proposal before the student application period opens.
