[SoC] [GSoc 2011]Time Dependent Shortest Path Implementation for pgRouting

Hello,

I am Jay Mahadeokar and I will be implementing the Time Dependent Shortest
Path Algorithm for pgRouting.

We have had extensive discussion regarding implementation details on the
pgRouting mailing lists for past 3 weeks and have come up with a
implementation design as outlined here:

algorithm implementation.
