[SoC] Weekly report 4 Ubuntgis

Report from July 8 to July 12.

What did you get done this week:
     This week I finished updating Precise and started Quantal, which is 
almost done, and I worked on some bugs in the new PostGIS package and 
some package that needed to be rebuilt for the new GDAL package. I also 
added two new packages in UbuntuGIS simply for them to be rebuilt 
against libgdal1h since they were build deps for QGIS and it was causing 
conflicts when trying to build it.

What do you plan on doing next week:
     Fixing QGIS package for Precise. Then I'll look into adding new 
packages to UbuntuGIS and maybe start working on the new Debian repo.

Are you blocked on anything?:
     I got a lot of feedback from the people running OSGeoLive about 
some problems with the new packages and most of them. Today there was an 
update for osgearth to 2.4 in the UbuntuGIS repository which breaks the 
Globe Plugin of QGIS 1.8.0. It's fixed in master on their github, but 
I'm still trying to find a fix without having to update the QGIS package 
to a development version.
