[SoC] GSoC - istSOS 2013 Weekly reports #12

Hi all,   
Work done in week 12 :
In this week I resolved the GOresponse case when "qualityIndex=True" is 
passed through the url: now all GetObservation's operations are fully 
functional (with qualityIndex=True/False and using 
fixed_profile/mobile_profile). 

Work to be done in week 13:
For the next week I’ve planned to:
- make some tests with different real dataset
- get started writing  documentation about my GSOC project
