[SoC] Report 10 - Integration of GDAL utilities into GDAL core library

Hi,

This week I librarified the ogr2ogr utility.

Next week, I plan to complete the following tasks.

- improve the librarified ogr2ogr.
- add swig bindings for ogr2ogr
- add tests in gdal autotest
- improve the documentation of all librarified utilities
- add windows support for librarified gdalwarp and ogr2ogr and test it
