[SoC] Report 7 - Integration of GDAL utilities into GDAL core library

Hi,

This week I did the following tasks.

- added Windows support to the library
- added more details to RFC 59 (
https://trac.osgeo.org/gdal/wiki/rfc59_utilities_as_a_library)
- submitted RFC 59 in the mailing list for starting a discussion
- started working on gdalwarp utility

Next week, I am planning to finish the following tasks.

- librarify the gdalwarp utility code
- writing SWIG bindings
- adding tests in the GDAL autotest
- start working on ogr2ogr utility
