[SoC] Report 3 - Integration of GDAL Utilities into GDAL Core library

Hi,

This week I completed the swig bindings for librarified GDALInfo utility. I
also added the tests for librarified GDALInfo in the GDAL autotest.

Next week, I plan to librarify gdal_translate utility, add swig bindings
for it and update the GDAL autotest.
