[SoC] Report 4 - Integration of GDAL Utilities into GDAL Core library

Hi,

This week I librarified the gdal_translate utility. There are few more
things left to do like writing the functions for setting the variables of
options struct.

Next week, I plan to write the swig bindings and add the tests for it in
the gdal autotest. I am also trying to make it work on windows environment.
